Richard D. Hayes II is a former senior felony prosecutor with extensive criminal trial experience. Richard began his legal career at the Galveston County District Attorney’s Office and also served with the U.S. Attorney’s Office and the Montgomery County District Attorney’s Office. He is a trusted figure in the firearms and Second Amendment community, regularly presenting seminars across the country on self-defense, weapons law, and what happens after a defensive incident. He also consults with lawmakers and industry leaders as legislative counsel for Gun Owners of America in Texas, where he champions Second Amendment and self-defense rights.
Richard is an NRA-certified pistol instructor and the former President of the American Council of Second Amendment Lawyers. His practice offers courtroom representation, legal consultations, firearms law education, and assistance with firearm licenses—guiding clients with both precision and empathy.
He earned his J.D. from St. Mary’s University School of Law in 2013 and was admitted to the Texas Bar the same year. Before law school, he completed his B.S. in Maritime Administration with a minor in Economics at Texas A&M University, where he was named a Research Scholar.
